Consider the following the next time it rains and you find yourself out and about in a city. Stop your lens all the way down to f/22, and with the ISO at 200, chances are good that you will be able to get a correct exposure at or near 1/8 sec. (Add a polarizing filter to your lens if necessary.) Leaving your tripod at home, walk the streets and frame any number of colorful scenes, zooming, twisting, and spinning your street zoom lens as you shoot at 1/8 sec. (or, if you can, 1/4 sec.). Think of it as painting; the slow shutter speed combined with your moving of the camera creates the “brushstrokes.” Don’t worry about the rules of composition—just shoot! You could argue that in the image shown, the police car is too centered, and I would agree, at least for a second or two. But then I am quickly whisked away from any such concern by the simple energy of this overall composition.
